SERVICES

 

The department:-

 

  • Provides sound advice on all policy matters pertaining to the day to day running of the Ministry and its departments.

 

  • Initiates and co-ordinates the formulation of all Ministerial policies as well as review existing policies to ensure that they are in line with the overall Government framework.

 

  • Issues the following licences and certificates

 

-     Private Investigators and Security Guards

-     Copper

-     Smelting Pot

-     Second Hand Goods Dealers

 

  • The appointment of Commissioners of Oaths/Justices of the Peace.

 

 

 

                                                                                                               

SECURITY GUARDS/PRIVATE INVESTIGATORS REQUIREMENTS

 

The requirements for the issuance of Private Investigators and Security Guard licences are all stipulated in:

Ø  The Private Investigators and Security Guards [CONTROL] Act [CHAPTER 27:10]

 

Ø  The Private Investigators and Security Guards [General] Regulations

 

Statutory Instrument No.156 of 2007.  Complete forms 4 and 7 for each director.

 

And all Applicants for both initial licences and renewals need to familiarise themselves with these two documents  which are available for purchase at the Department of Print Flow 95 J. Moyo avenue, Harare.

 

However, for avoidance of any doubt, the Controller of Private Investigators and Security Guards wishes to state the following, which are the Comprehensive requirements.  No licence shall be issued in the absence of any of these requirements.

 

COMPANY DOCUMENTS

 

Ø  Registered Companies, Partnership and individuals qualify for either a Private Investigators or Security Guards licence:

 

Ø  Where the Applicant is a Company of any other body corporate, the following documents should be lodged with the Controller:

 

§  The Memorandum of Association includes a clause authorising the operation of  security guards/  private investigators

§  Certificate of Incorporation

 

§  CR 14 FORM [Notification of Directors]

 

All copies of these documents must be certified.

 

EXPERIENCE REQUIREMENTS

 

Ø  At least one of the Directors reflected on the CR 14 should show documentary proof of the following experience.

 

§  He/She must have attained a rank of at least Sergeant in the Zimbabwe Republic Police or its predecessor’s organisation.

 

§  Should have worked for at least 10 years in the Police Force or

 

§  He/She must have attained the rank of at least Lieutenant in the National Army or

 

§  He/She must have attained a Senior Position/Rank as a Prisons’ Security Guards or

 

§  He/She must have attained a Commissioned rank in the National Central Intelligence Organisation.

 

§  Managers from Commercial Security Organisations will be

 

considered provided they have the relevant Security experience .

 

The Controller of Private Investigators and Security Guards reserves the right to consider experience of Security work undertaken outside Zimbabwe.  Reference letters/Certified Copies of Certificates and Curriculum Vita should be submitted as proof of relevant qualifications and experience.

 

PHOTOGRAPHS OF DIRECTORS

 

Ø  Two recent driver’s licence size identical photographs of each director should be submitted.

 

 

INSURANCE REQUIREMENTS

 

Ø  Documentary proof of Public Liability Insurance cover.

 

 

WORKING CAPITAL

 

Ø  Proof of Working Capital $1000 (Recent bank statement)

 

 

CRIMINAL VETTING

 

Ø  Two sets of fingerprints for each director must be submitted for vetting together with the prescribed vetting fee.

 

 

 

APPLICATION FORMS

 

Ø  Application forms can be bought from Government Printers or prepared from the samples provided in the Regulations.

 

APPLICATION FEE

 

Ø  Application fee is $10, inspection fees $10 and licence fee is $100 payable at Head Office’s Accounts Office.

 

Ø  Samples of Uniforms, badges, Names and Armorial Service should be submitted to the Registrar of Badges in the Ministry of Justice for approval (Century House East).

 

Ø  Proof of a trust account for a Private Investigators licence.

 

Please note that the Controller of Private Investigators and Security Guards may as and when necessary review/up-date elements of the above requirements.

 

PAWN BROKERS

 

Pawn Brokers Licences are issued in terms of the Pawn brokers Act Chapter 14:15.  Individuals and Companies are required to submit the following:-

 

  • Money lenders licence – ($1 000) starting capital

 

  • Fingerprints for Directors

 

  • $10  Vetting fees per director

 

  • Memorandum and Articles of Association

 

  • Certificate of Incorporation

 

All applications must be addressed to the Secretary for Home Affairs.

 

COPPER LICENCE

 

Copper licence are issued by the Secretary for Home Affairs in terms of the Copper (Control) Act [Chapter 11 :  04].  Individuals and Companies are required to submit the following:-

 

  • Completed application form

 

  • Fingerprints

 

  • Five copies of application letters stating:-

 

(i)             where copper is obtained from

 

(ii)            value addition

 

(iii)           where it is sold to

 

  • CR14, Certificate of Incorporation memorandum and articles of association

 

All applications must be addressed to the Secretary for Home Affairs.

 

SMELTING POT LICENCE

 

Smelting pot licences are issued by the secretary for Home Affairs in terms of the Second Hand Goods Acts Chapter 14 : 16.  Individuals and Companies are required to submit the following:-

 

  • Gold licence processed by the Ministry of mines

 

  • Memorandum and Articles of Association

 

  • Certificate of Incorporation

 

  • CR 14 (Notification of directors)

 

  • All applications must be addressed to the Secretary for Home Affairs.
